Toys for Creative Kids
The Fashion Design Studio Set sounds great. As a child in the 70s there was a similar product called Fashion Plates that I had and loved -- this one looks even better!

These bags are a little pricey but I've seen some of these brands or similar for less either on sale on their own Web sites, or on other baby retailer sites.
