Try to organize classroom get togethers before school starts.  Post notices at preschools and local parks,  e-mail online  community groups asking if there are any kids starting kindergarten at your school and to e-mail you if they would like to get together prior  to school starting.  Then send out an e-mail telling everyone to meet you at the local ice cream shop or a nearby park or beach.  Once the kids and parents have met there is a much better community formed.

Once school has started, get everyone's e-mail and plan get togethers outside of school.  You will be surprised and how much the kids enjoy seeing each other outside of school (as well as the parents).  If fact, parents seem to come together more for school functions once they have met other parents in the class.

We had a get-togethers all summer long, so that the incoming kinders could get to know each other. We also had a girls-only get-together once we got our class assignments. That was wonderful because the girls entered K knowing each other. We hope that will minimize any cliquiness, or at least postpone the inevitable.
