fabric for fish quantity depends on how many fish you want
stuffing to fill fish, I used plastic shopping bags (free)

Costume Instructions
I don't have patterns for anything I do. IT's all from my head and what i can used around the house to make the shape I need. I used her clothes to make paterns for her rain suit. A dress up hat used for the pattern for her hat. I took some low cost fishing worms and jigs and glued them on her hat. I used a stick from the yard for her pole and a fishing string to tie the fish to it. Then to top off her costume green rubber boots that she has been wearing for the past month she loves them. My costume took the longest. I made fish out of fabric then to save on money I used plastic bags because every one has those laying around. I'm sure at least a hundred bags or more to stuff all the fish. I used black beads and hot glue for the fishes eyes. Some of the fish had back dorsel fins others didn't. I took a garden net and wrapped some ducked tape around the hula hoop to hold the net on. Then I took black tape and wrapped it in between each section of the net to cover all the other tape and hoop. To give it that smooth look. The best part was the moss. I used halloween spider web. I streshed it all out the size i wanted then dipped it in craft paint to color it. The color was perfect.
