My MOMS Club has a costume exchange every year, where we bring the costumes our kids have outgrown or aren't using, and we sign them out to each other. Last year, I borrowed a bunny costume for free, then found a second one on Ebay for less than $10. My twins wore those, and they were so cute!
This year, I've told the kids they have to choose by Oct. 1st so we can start looking. I buy costumes at yard sales, consignment sales, etc. and ask friends with older children if they have any costumes they aren't using. We have a huge dress-up box now to work from.
You could even spice up the ghost costume and make lots of holes in it like Charlie Brown. It would be cool to see how many people figure who you are :-)
I love making my kids costumes, it's cost effective and original. Last year they were a waffle and syrup. I think altogether I spent about $12 for both costumes. My niece was a high school senior, she wore her school uniform with a cane, glasses on the tip of her nose and gray streaks in her hair. This costume cost her nothing and it was great watching people try to figure out what she was!
