My camera has a nighttime setting on it. When I use that and turn off the flash, I can generally get some good shots. The important thing then is to make sure you have the camera on a steady surface (tripod, table, etc.). If you're trying to hold it while you have no flash, the smallest shakes will make the picture blurry.
Here is a picture I took over the summer. We were at the boardwalk and I rested the camera on the railing. The orange tint is from the streetlights above.
