I understand why Merle Haggard is bringing suit against the organization, but I am getting tired of reading about stars wanting "compensatory damages".

Surely it isn't a money thing, that guy must be loaded (financially at least) by now! :) It's probably an action taken by his lawyers, and is meant to punish them for the audacity of using his picture. Which comes across are really arrogant.

Actually, it seems surprising that Green Train would use his likeness without getting his permission. Theres certainly plenty of precedent for suit being brought for these kinds of offenses. Whether the guy is loaded or poor as a church mouse is immaterial. Green Train can't represent him as approving of their message without his consent.
