  Giggles_all_day is right, you are in a tough spot Carrie. Because this is a matter of safety you really do not have any choice but to do some serious thinning of the stuff in her place. I am not sure what kids of dolls she has, but maybe you can put the dolls up on a shelf around the spare bedroom to display them. If she is still crafting with the sewing stuff, then a craft station would probably make her happy. Sorting thru mom's things while she is not there is probably the best move as it sounds like you'll have to remove quite a bit and donate it or whatever. I'm trying to remember the name of the type of hospital or in-home assistant that helps to set up a safe environment for when the elderly return home from a stay at a hospital or care facility. That kind of person might be a good ally in helping mom to see that staying at home in the condition her home is now is not a reality for her. As for the car keys, that is a hard thing as well. So many older people see losing their driving privileges as losing their independence. It may be easier to take the car away than the keys, as I have seen spare keys come out and the unsafe driver out there again. Good luck, Carrie. We're here for you along the way. Well, here is the guest room after. We threw out stuff without her know, and put a LOT in the closet.

We had to put a lot of stuff on the bed because we just didn't have a clue where stuff would go.
