There isn't a lot of bullying that happens in preschool, so we've been pretty lucky. The worst thing was that there was a little kid that was intent on biting everyone in the class. Although he met the actual age requirements, he's probably not yet matured enough to be in the class. After our son became one of his many victims, a few parents did talk to the teacher. It wasn't that we were worried or outraged by his behavior - he's three, that's what they do sometimes - but we wanted to know what steps the teacher was going to take.
The agreement that was reached is that the boy could stay in the school but a parent had to accompany him for a few weeks until he became more acclimated to the class. So far it's worked out well and there have been no more incidents.
I think in general, as long as the lines of communication between parents, teachers, and children can be kept open, it will remain a whole lot easier to deal with the issues that come up from bullying.
